What is the Tech Clean California Rebate?
The Tech Clean HVAC incentives relaunched on July 15, 2025.
A total of $20 million has been allocated throughout the state of California for these incentives, with $10 million allocated to Market Rate incentives and $10 million allocated to Equity incentives.
Anyone can apply for Market Rate incentives while Equity Incentives are income-based.
With the rise of induction cooktops, heat pump water heaters, and heat pump HVAC systems, building electrification has been a hot topic the past few years. So, why has there been a shift in electrification?
Climate: As a statewide effort to go green, California Senate Bill 100 requires 60% of California electricity to be generated by renewable resources by 2030 and 100% carbon-free by 2045. By converting natural gas appliances to electric, there has been a significant reduction in carbon dioxide emissions.
Cost Savings. With the rise in popularity of solar panel systems, shifting appliances from gas to electric powered greatly reduces energy costs for customers who have solar.
Health & Safety. Removing combustion appliances from the home reduces the risk of carbon monoxide leaks in the home. Furthermore, the conversion to electric HVAC systems reduces emissions in the air.
Starting in 2030, gas heating and water heating equipment will no longer be sold in California.
What are the Tech Clean Equity incentives?
Tech Clean Equity incentives are income-qualifying. Depending on the scenario of your HVAC project and if you are income-qualified, you may receive up to $4,000 in rebates per unit. To qualify for these rebates, you must meet either:
- Household income is under 80% of the area median income (AMI); or,
- Household income is below 250% federal poverty level (FPL)

What are the Tech Clean Market Rate incentives?
Anyone can apply for Tech Clean Market Rate incentives as long as your project meets Tech Clean requirements. Depending on your HVAC project, you may qualify for $1,500 in rebates per unit.

Who is qualified to receive this rebate?
For Tech Clean market rate incentives, anyone is qualified to receive the rebates as long as the project meets Tech Clean requirements.
To qualify for Tech Clean equity incentives, you must meet either:
- Household income is under 80% of the area median income (AMI); or,
- Household income is below 250% federal poverty level (FPL)
See the table below on annual household income limits based on the number of persons in household in San Diego County. All working adults in the household must be included in your total household income.

How do you verify income eligibility?
To see if you are qualified for the Tech Clean Equity Rate incentives, you may fill out an income application on the Tech Clean Income Verification website here.
How long will the rebates last?
Only $10 million dollars have been allocated for the entire state of California for each incentive bucket. Tech Clean rebates are available until funds last. Act soon as funds are not expected to last long.
What HVAC projects qualify under this rebate program?
The purpose of this rebate is to incentivize San Diego homeowners to convert their appliances from natural gas to electric based on the following factors:
- It is a detached, single family residence. ADUs and mobile homes may qualify. Townhouses, duplexes, and condos do not qualify.
- You must convert your existing non-heat pump air conditioner to an electric heat pump. If you already have an existing heat pump, you do not qualify for this rebate.
- Must be installing a qualifying Energy Star product. See a list of qualified products here.
- Must be installing a two stage or variable speed system. Single stage systems do not qualify.
Does the Tech Clean rebate stack with other incentives?
Yes! The Tech Clean rebate can be stacked with up to $1,150 in manufacturer rebates, the 30% Federal Tax Credit for heat pumps (capped at $2,000 per unit) and the 30% Federal Tax Credit for electrical wiring (capped at $600), for a total of up to $7,750 in rebates and incentives.
Don't qualify for the Tech Clean Equity rebate? Refer a friend who does and earn $500!
If you do not qualify for the Tech Clean Equity rebate, you can still earn money! Refer a friend or family member to Guthrie & Sons. If they proceed with a qualifying heat pump installation under the Tech Clean Equity rebate, you will receive $500!

I had already met with three other HVAC contractors, and for that reason, I had some basic information about the systems available and how heat pumps work and whether propane furnaces should also be installed. I signed a contract on a Friday. By Wednesday of the next week they had completed the installation. Wow.
The installation of one of the furnaces in the attic caused minor damage to the drywall. THEY BROUGHT IT TO MY ATTENTION and told me a drywall contractor would be in touch regarding its repair. Two days later it was repaired.
Since installation, the equipment (heat pumps from Bosch) has been working great and I am optimistic about the future. Meanwhile, their pricing, warranty and terms are far superior to their competitors.
Since this is an unusually long review and so favorable, let me add this: This is my honest, uncompensated opinion. I have no relationship with anyone at Guthrie & Sons other than the contract we executed.
They respected my property and made sure everything was left at least as clean was when they arrived. The job was completed on time and as promised and they reviewed the details of the system and its use clearly. I would definitely have Guthrie and Sons do other electrical/HVAC work should the need arise.
