High Efficiency Electric Homes Rebate Act (HEERHA)
As of November 25, 2025 the HEEHRA program has re-launched for new income verifications.
For low- to moderate- income households, San Diego homeowners may be eligible to receive up to $8,000 in rebates on a new heat pump installation through the High-Efficiency Electric Homes Rebate Act (HEEHRA) program.
This rebate is income dependent and income verification is required to be approved. If your household income is under 80% of the area median income (AMI), you can receive an $8,000 rebate on your heat pump installation. If your household income is between 80-150% of the AMI, you can receive a $4,000 rebate on your heat pump installation.

Tech Clean California Rebates
As of November 14, 2025, Tech Clean HVAC funds have depleted.
In a statewide effort to electrify homes, Tech Clean California is offering incentives for homeowners to convert their gas heating system to all electric heat pumps. You may qualify for an income-based equity incentive for up to $4,000 per unit, or, anyone can qualify for the market rate incentive for up to $1,500 per unit.

Golden State Rebates
Electrifying your home goes further than just your HVAC system. Replace your gas water heater with a heat pump water heater and receive incentives through Golden State Rebates. The rebate amount is dependent on the gallon size you are replacing and what gallon size you are converting to. If you are replacing a 30-40 gallon natural gas water heater with a 45-55 gallon heat pump water heater, you can receive $700 per unit. If you are replacing a 40-50 gallon natural gas water heater with a 55-75 gallon heat pump water heater OR replacing a 50-60 gallon natural gas water heater with >75 gallon heat pump water heater, you can receive $900 per unit.

Comfortably California is a statewide rebate available on qualifying installations with high-efficiency equipment. You must be converting your existing gas system to an all electric heat pump system. You can receive up to $100 per ton on your new heat pump installation.
