What is the Home Electrification Affordability Rebates and Technical Assistance (HEART) Program?

The Home Electrification Affordability Rebates and Technical Assistance (HEART) Program was originally funded to help flood-impacted areas affected by the unprecedented January 2024 flooding in San Diego.

This initiative is supported by the U.S. Department of Energy (DOE) through the Energy Efficiency and Conservation Block Grant (EECBG) Program to promote energy-efficient upgrades in local communities.

Rebates for the HEART program is split into three phases:

June 2025 – Sept. 2025: Focuses on flood-impacted areas and households earning less than 80% of the area median income (AMI) located within all Communities of Concern
Oct. 2025 – Dec. 2025: Expands to households earning less than 120% AMI in all Communities of Concern
Jan. 2026 – Feb. 2026: Expands to household citywide earning less than 120% AMI

What are the HEART rebate incentives?

The amount you are eligible to receive from HEART is dependent on your total annual household income. If your total household income meets the thresholds, you are eligible to receive up to $14,000 in rebates for HVAC heat pumps, up to $7,000 in rebates for heat pump water heaters, and up to $5,500 in rebates for electrical panel upgrades.

Who is qualified to receive this rebate?

For phase one, you must live in a flood-impacted area and earn less than 80% of the AMI.

For phase two, you must live in a Community of Concern and earn less than 120% of the AMI.

For phase three, you must live within the city of San Diego and earn less than 120% of the AMI.

How does the process look like?

To qualify for the HEART program, you must submit a pre-screening application. The city of San Diego will follow up with you to request proof of income, the type of rebates you are looking for (HVAC, heat pump water heaters, or panel upgrades), and your preferred contractor. After the city reviews and approves your application, you will receive a notice of eligibility confirming the rebate incentives you qualify for and may proceed with the project.

How long will the rebates last?

Less than $1 million has been allocated for this program. HEART rebates are available until funds last. Act soon as funds are not expected to last long.

What HVAC projects qualify under this rebate program?

The purpose of this rebate is to assist city of San Diego homeowners to convert their appliances from natural gas to electric. Therefore, to qualify for the HEART rebate, you must be eligible based on your household income and the appliances must be Energy Star certified.

Does the HEART rebate stack with other incentives?

Yes! The HEART rebate can be stacked with the $2,000 Federal Tax Credit for heat pumps and the $600 Federal Tax Credit for electrical panel upgrades for a total of up to $29,100 in rebates and incentives.

Our two old furnaces needed replacing and so we contacted Guthrie & Sons because of their good reputation. They sent Zach the next morning. He quickly verified that our two furnaces were beyond repair and Guthrie could supply and install suitable replacement funaces. He also suggested and explained alternative solutions, but we eventually decided to go ahead with furnace replacement. As soon as we notified Guthrie & Sons of our decision they arranged for Cristian and Pablo to come to our house the next day. They did a good job, explained clearly how to operate the new furnaces and thermostats, and were respectful of our house.

We had to replace a thermostat that had gone bad. In the old days, I could do it myself. Now, though, the programming of the thing requires technical knowledge that I don’t have. The Guthrie guy that did the job was courteous, professional, and as fast as anyone could be. Carson Snyder and co-worker (Pablo?) did a great job on the installation of the mini-split cassette. They're hard working, they clearly knew what they were doing, polite, cleaned up afterwards, true professionals. I'd gladly recommend these two gentlemen. However, the Company was not good at keeping me informed although I mentioned to the salesman up front that I was information driven. They were short on details and communicated seldom. Anthony did tell me about the government program available that reduced my cost. I wouldn't have known about it if he didn't mention it. The City did approve their work and signed off on the permit which is an indication of the job done right. I think the Company can improve their customer service

Very pleased with the service we received from Guthrie & Sons! Our AC system needed to be replaced after a huge leak. The tech that came out for diagnosis, Mario, took the time to explain the issue to us, as well as our options for repair. They came out on a Saturday to diagnose and it was fixed the following Tuesday. Matthew was the worker that completed the repair and he did an excellent job. Pricing was reasonable. Much more reasonable than the first company we had come out to take a look. We upgraded our system and our SDG&E bill has already gone down. Highly recommend!
