What is the High Efficiency Electric Home Rebate Act (HEEHRA) program?
The HEEHRA program re-launched on November 25, 2025 for new income verifications!
The highly anticipated High Efficiency Electric Home Rebate Act (HEEHRA) program launched on November 12, 2024. Offering up to $8,000 in rebates, this program assists low- to moderate- income households to convert their gas heating systems to all electric.
With the rise of induction cooktops, heat pump water heaters, and heat pump HVAC systems, building electrification has been a hot topic the past few years. So, why has there been a shift in electrification?
Climate: As a statewide effort to go green, California Senate Bill 100 requires 60% of California electricity to be generated by renewable resources by 2030 and 100% carbon-free by 2045. By converting natural gas appliances to electric, there has been a significant reduction in carbon dioxide emissions.
Cost Savings. With the rise in popularity of solar panel systems, shifting appliances from gas to electric powered greatly reduces energy costs for customers who have solar.
Health & Safety. Removing combustion appliances from the home reduces the risk of carbon monoxide leaks in the home. Furthermore, the conversion to electric HVAC systems reduces emissions in the air.
Starting in 2030, gas heating and water heating equipment will no longer be sold in California.
What are the HEEHRA rebate incentives?
The amount you are eligible to receive from HEEHRA is dependent on your total annual household income. If your total household income is under 80% of the area median income (AMI), you are eligible to receive $8,000 in rebates. If your total household income is between 80-150% of the area median income (AMI), you are eligible to receive $4,000 in rebates.

How do you verify income eligibility?
To qualify for the HEEHRA program, income documentation must be submitted for every working adult in your household for the last 12 months. Once HEEHRA reviews your application, you will receive a notice of eligibility confirming the rebate incentive you qualify for.
If you are enrolled in one of the federal income-qualifying programs, you will need to submit your enrollment letter into the program. The enrollment letter must be dated within the past 12 months.
How long will the rebates last?
Less than $8 million has been allocated for the re-launch of the HEEHRA program. Rebates are available until funds last. Act soon as funds are not expected to last long.
What HVAC projects qualify under this rebate program?
The purpose of this rebate is to incentivize San Diego homeowners to convert their appliances from natural gas to electric. Therefore, to qualify for the HEEHRA rebate, you must be eligible based on your household income and the following factors:
- You must convert your existing heater (and/or air conditioner) to a heat pump. If you already have an existing heat pump, you do not qualify for this rebate.
- Must be installing a qualifying Energy Star product. See a list of qualified products here.
- Must be installing a two stage or variable speed system. Single stage systems do not qualify.
Does the HEEHRA rebate stack with other incentives?
Yes! The HEEHRA rebate can be stacked with up to $625 in Comfortably California rebates, the 30% Federal Tax Credit for heat pumps (capped at $2,000 per unit) and the 30% Federal Tax Credit for electrical wiring (capped at $600), for a total of up to $11,225 in rebates and incentives.

If you do not qualify for the HEEHRA rebate, you can still earn money! Refer a friend or family member to Guthrie & Sons. If they proceed with a qualifying heat pump installation under the HEEHRA program, you will receive $500!
